Malcolm Meyer - President

Ohio Valley Regional Development Commission

Malcolm works as a Research and Planning Specialist for OVRDC, specializing in GIS data collection and publication. His previous work experience includes GIS positions with the City of Columbus, EMH&T and TechniGraphics. Malcolm received a Master of Arts in International Affairs from Ohio University, and a BA in Sociology/Urban Planning from The College of Wooster. He is a devoted supporter of open source software and works to expand the accessibility of GIS to small communities throughout southern Ohio



Kevin Buettner - Vice President

Ohio Mid Eastern Governments Association

Kevin is a Transportation Planner/Development Specialist at the Ohio Mid-Eastern Governments Association in Cambridge, Ohio. His responsibilities include grant writing, GIS database administration, and transportation planning for an eight-county region of eastern Ohio. He has a Masters in City/Regional Planning from The Ohio State University, a BA in Political Science from the University of Alaska, Anchorage, and an Associates in Aviation Management from the Community College of the Air Force. He is also certified as a LEED Green Associate. 



Jason Pyles, GISP - Treasurer and Immediate Past-President

Buckeye Hills Regional Council

Jason is the GIS Coordinator at Buckeye Hills Regional Council in Marietta, Ohio. He manages the data for Buckeye Hills' RTPO, and leads their other GIS efforts, assisting both the Regional Council's programs as well as their members. Jason holds a BS degree in Geography/GIS from the Ohio State University and is a member of URISA Ohio.


Dru Sexton, GISP - Secretary

Buckeye Hills Regional Council

Dru currently holds the position of GIS Specialist with Buckeye Hills Regional Council in Marietta, Ohio. In that capacity he works on a wide range of projects using GIS to aid in the economic development of Southeastern Ohio. Dru is a member of URISA International, and also serves as the Membership Chair for the Ohio Chapter of URISA. He obtained his BA in Geography from Bowling Green State University and his MS in GIS from Johns Hopkins University.




Barb Matheny - Charter Member

Noble County Engineers Office

Barbara Matheny has worked in the Civil Engineering field for 19 years and currently holds the position of Engineering Technician II at the Noble County Engineer's Office located in Caldwell, Ohio. Among her duties are project manager, GIS coordinator, building design, storm and sanitary sewer design, survey crew/leader, roadway design and bridge inspection team. She has a Bachelors of Fine Art from the University of Dayton, Visual Communications Design degree.


James Fleeman - Charter Member

Monroe County Engineers Office

James currently holds the position of Asst. County Engineer for the Monroe County Engineer's Department located in Woodsfield, OH. Among his duties are bridge design, bridge inspection, project manager, map office/GIS supervisor, traffic counts, and transportation planning. He has a Bachelor's degree in Civil Engineering from Ohio University and an Associate's Degree in Engineering Transfer from Washington State Community College. He has over 20 years of experience in the oil and gas industry and runs a family oil and gas business in his spare time.



Chaz Chavara - Charter Member

Chaz graduated from Youngstown State University with a BA degree in Geography. Currently works for Columbiana County Development overseeing their GIS program, completing projects for their Auditor’s Office, Land Bank, Port Authority, as well as municipalities in the county.

Tom Fisher, AICP, GISP, ECMPCharter Member

Muskingum Watershed Conservancy District

Tom has over twenty years of experience in the private and public sectors of GIS and currently holds the position of Information Systems & Technology Manager for the Muskingum Watershed Conservancy District (MWCD). He supervises full-time staff members whom currently manage spatial data for the Muskingum River Watershed, compiled from eighteen counties on an annual basis. Tom holds two Bachelors of Science degrees, one in Cartography/GIS and the other in Network Communications Management. He is a Certified Planner (AICP) and GIS Professional (GISP) and is an active member of the American Planning Association and Urban and Regional Information Systems Association.


Justin Mondok  - Charter Member

Eastgate Regional Council of Governments

Justin is currently a Transportation Planner with Eastgate Regional Council of Governments out of Youngstown, Ohio. His responsibilities include maintaining the 208 Water Quality Management Plan and the 201 Facility Planning Areas for Mahoning and Trumbull Counties, assisting with the preparation of Watershed Action Plans, and managing Eastgate’s Rideshare and Air Quality program. He has obtained a Bachelor’s degree in Environmental Studies from Washington and Jefferson College and is a certified EPI with the Institute of Professional Environmental Practice.


Frederick T. Wachtel, P.E., P.S. - Charter Member

Coshocton County Engineer

Fred was first elected Coshocton County Engineer in November, 1992.  A 1978 graduate ofThe Ohio State University Fred  earned Bachelor of Science Degrees in Civil Engineering and Surveying.  He has been a licensed professional engineer in Ohio since 1983 and a licensed professional surveyor in Ohio since 1984.  Under Fred's vision and guidance the County Engineer's GIS / Tax Map Office undertook the creation and operation of the GIS in Coshocton County. Not only does the Map Office maintain all locally generated data incorporated into the GIS, the office also provides mapping support to other local government offices on an as requested basis.

Jim Mercer - Charter Member

Guernsey County, Ohio

Jim currently holds the position of GIS Coordinator in the Guernsey County tax map office where he interacts with the County Auditor, Engineer, Recorder, Port Authority, Economic Development, Land Surveyors, and Real Estate Appraisers. Jim brings a wealth of real world experience in his dealings with many different departments within the County as well as the general public. Jim is able to bring interdepartmental evidence of the challenges faced by not having spatial data in a clear, consistent and standardized format.
